EUB STAFF ONSITE AT INCIDENT AT SHELL SCOTFORD UPGRADER

Calgary, Alberta (September 12, 2006) At approximately 11 a.m. on Tuesday, September 12, a gas release, containing small quantities of hydrogen sulphide (H2S) and sulphur dioxide (SO2), occurred within the Shell Canada Ltd. (Shell) Scotford heavy oil upgrader plant near Fort Saskatchewan. The release occurred in a residue hydro conversion unit that has subsequently been taken out of service. There were no injuries.

Shell has implemented its Emergency Response Plan and called local residents, advising them to take shelter and remain in place as a precaution. Mobile air monitoring in the area has detected no H2S or SO2 readings offsite, although some hydrocarbon odours are present in the surrounding community.

EUB staff are onsite and have initiated their investigation into the incident. The EUB continues to investigate another incident which occurred at the Scotford Upgrader plant September 7, 2006.
