APPLICATIONS NO. 1320488 AND 1329127

APPLICATIONS FOR NEW AND AMENDED SOUR GAS PIPELINES

MOOSE/JUMPING POUND FIELDS

Take Notice that the Alberta Energy and Utilities Board (EUB) will hold a public hearing of Applications No. 1320488 and 1329127 at the Cochrane Ranche House, at 261100 Range Road 42, in Cochrane, Alberta, on Tuesday, September 14, 2004 at 9:00 a.m. All interveners to this proceeding must be present at the commencement of the hearing to register their appearance.

Nature of Application 1320488

Shell Canada Limited (Shell) submitted an application in accordance with Part 4 of the Pipeline Act for approval to construct and operate a natural gas pipeline system between the Moose Mountain Compressor Station at Legal Subdivision (LSD) 13, Section 22, Township 22, Range 6, West of the 5th Meridian to a pipeline tie-in point at Shell's Junction 'B' located at LSD 3-13-25-6W5M (see figure). The proposed pipeline would be approximately 39 kilometres (km) in length with a maximum outside diameter of 219.1 millimetres (mm) and would transport natural gas with 250 moles per kilomole (25.0 percent) hydrogen sulphide (H2S). The pipeline would start at a point approximately 14 km southwest of Bragg Creek and tie into an existing pipeline at a point approximately 18 km southwest of Cochrane.

Nature of Application 1329127

Shell submitted an application in accordance with Part 4 of the Pipeline Act to amend approximately 9.5 km of an existing pipeline. This pipeline would transport natural gas from Shell's Junction 'B' at LSD 3-13-25-6W5M to Shell's Jumping Pound gas plant at LSD 13-13-25-5W5M. The pipeline that is to be amended would be approximately 9.5 km long and have a maximum outside diameter of 323.9 mm and would transport natural gas with 250 moles per kilomole (25.0 percent) of H2S. The pipeline would start at a point approximately 18 km southwest of Cochrane and would tie into the Jumping Pound gas plant approximately 9 km southwest of Cochrane.

To File a Submission

Any person intending to file a submission with respect to the hearing of Applications No. 1320488 and 1329127 shall file on or before 4:00 pm on August 20, 2004. Send one copy of your submission to the applicant and ten copies to the EUB care of the application coordinator at the names and addresses listed above.

Board Approved Hearing Schedule

The following is the schedule for the hearing process:

July 30, 2004            Shell responds to IRs

August 20, 2004        Interveners file submissions

September 3, 2004     Shell files a response to the intervener's submissions

September 14, 2004   Hearing commences

Notes

Any submission filed shall contain information detailing:

i)  the desired disposition of the application;

ii)  the facts substantiating the position of the submitter;

iii)  the reasons why the submitter believes the Board should decide in the manner advocated; and

iv)  how the proposed project, if approved, may directly and adversely affect the submitter.

If you have an interest in this matter, you are required to make a submission with respect to this application even if you have previously filed a submission with the board or with Shell on this application.

If there are no submissions received, this hearing may be cancelled and the EUB will continue to process the application without further notice or without a hearing.

In accordance with Section 38 of the Alberta Energy and Utilities Board Rules of Practice, witnesses at the hearing must give evidence under oath or affirmation.

Submissions relating exclusively to compensation for land usage are not dealt with by the EUB but may be referred to the Alberta Surface Rights Board.
