ANNOUNCING THE ISSUANCE OF DIRECTIVE 024, DIRECTIVE 006, AND DIRECTIVE 001
Directive 024: Large Facility Liability Management Program
Directive 006: Licensee Liability Rating (LLR) Program and Licence Transfer Requirements (Revised), and
Directive 001: Requirements for Site-Specific Liability Assessments in Support of the EUBs Liability Management Programs (Revised)
The Alberta Energy and Utilities Board (EUB) announced through General Bulletin (GB) 2003-13: Large Facility Liability Management Program Initiation, issued April 8, 2003, that it intended to ensure that the abandonment and reclamation liability associated with large upstream oil and gas facilities not included within the Licensee Liability Rating (LLR) Program was addressed through an appropriate program. Since then, the EUB has worked closely with stakeholders to develop such a program; the issuance of the following documents implements the Large Facility Liability Management Program (LFP) effective October 1, 2005.
Directive 024 is a new directive containing detailed information on the design and operation of the LFP. The LFP applies to sulphur recovery gas plants, standalone straddle plants, and in situ oil sands processing plants having an approved design capacity of 5000 cubic metres per day or greater.
Directive 006, which consolidated the Licensee Liability Rating (LLR) Program and licence transfer requirements, has been revised to contain provisions required to provide a level playing field for licensees of gas plants included within the LFP and LLR programs.
Directive 001, which contains the EUBs requirements for site-specific liability assessments in support of its liability management programs, has been revised to include a new appendix that specifies requirements for conducting site-specific liability assessments for facilities subject to Directive 024 and for those facilities subject to Directive 006 that require such assessments.
