SOUR GAS AND OIL DEVELOPMENTS - PRIDDIS, MILLARVILLE AREA
Calgary, Alberta (28 April 1999) The Alberta Energy and Utilities Board (EUB) has received well licence applications from three companies at the following surface locations:

- Stampede 15-15-21-3W5 |
| - Stampede 13-4-22-3W5 |
- Berkley 11-16-21-3W5 |
all of which are in the Priddis, Millarville area southwest of Calgary. The Board held a public hearing in Priddis, Alberta commencing on 13 April 1999 to hear representations respecting Startech Energy Inc.'s application for a well to be located at a surface location of 13-32-21-3W5. In addition, the hearing for the Stampede Oils Inc. application for a well to be located at a surface location of 15-15-21-3W5 has been scheduled to commence on 1 June 1999.
During the Startech Energy hearing, the residents in the area of the proposed sour gas well requested that the Board require that an overall area development plan be prepared by industry, because they believe development was being proposed on a piecemeal and uncoordinated basis. The Board concurs that a plan would be beneficial. Accordingly, the Board has requested that those companies active in the Priddis, Millarville area prepare a conceptual development plan on a coordinated basis for submission to the Board and other interested parties.
The plan should show the extent of the target pool(s), wells currently applied for, wells in the vicinity that are contemplated or are reasonably possible for the future, associated pipelines and other facilities, flaring requirements, gas processing options in the context of the area and setting, and the need for coordinated emergency response planning where overlapping emergency planning zones exist.
The Board recognizes the limitations in dealing with future plans and that any future activity will depend upon initial drilling results. However, the Board believes that such a plan can be prepared, would be beneficial and is in the public interest.
In addition, the Board recognizes that the plan must be completed for, and considered in, the current Startech Energy proceedings, the planned Stampede Oils hearing, and future applications in the area.
