NEW BOARD MEMBER APPOINTED TO ALBERTA ENERGY AND UTILITIES BOARD

Calgary, Alberta (December 16, 1999) The Minister of Resource Development, Dr. Steve West, announced the appointment of Mr. Graham Lock to the position of Board Member. A native Albertan, Mr. Lock has some 33 years experience in the provinces petrochemical, gas, and electricity sectors.

The EUB will continue to play a key role in the development of Albertas deregulated utility environment, says Neil McCrank, EUB Chairman. Mr. Lock brings a wealth of experience to our Board as we face the regulatory challenges related to utility matters. In addition, his broad expertise across the oil and gas industry will stand us in good stead.

For the past three and a half years, Mr. Lock was President, CU Power Australia Pty Ltd, with responsibility for CUs independent power project business development in Australia. He oversaw the construction and operation of the 180-megawatt Osborne cogeneration plant in Adelaide, SA. This work took place against the backdrop of the evolution of Australias deregulated electricity environment. From 1988 to 1995, Mr. Lock served as Executive Vice President and President of the CU Gas Division of Canadian Utilities Limited, coordinating corporate strategy for natural gas utilities and non-regulated natural gas business development. In a series of increasingly senior management positions from 1977 to 1988, Mr. Lock coordinated regulatory matters during the deregulation of Albertas gas supply. Previous to that, he was an instructor in Chemical Engineering at SAIT and an environmental consultant.

Mr. Lock holds a B.Sc. and M.Eng. in Chemical Engineering from the Universities of Alberta and Calgary respectively and is a graduate of the Banff School of Advanced Management. He has served as Vice Chair of the University of Alberta Board of Governors, First Vice Chairman of the Canadian Gas Association, and Deputy Mayor of the Town of Cochrane from 1974 to 1977. Mr. Lock was born in Innisfail, Alberta, and grew up in Turner Valley.
