that the Alberta Energy and Utilities Board (EUB/Board) will hold a public hearing of Proceeding No.1397909 and Application No. 1407749 at the Lakedell Agricultural Society, Lakedell Road, Westerose, Alberta, commencing on October 5, 2005, at the hour of 9:00 a.m. All interveners to this proceeding must be present at the commencement of the hearing to register their appearance.
Nature of the Proceeding No. 1397909
On August 10, 2004, the EUB approved Application No. 1349162 and issued Well Licence 0313083 to drill a directional natural gas well with an anticipated hydrogen sulphide (H2S) content of 4.4 moles per kilomole (mol/kmol) (0.44 per cent). The application was for a Level-1 sour gas well, with a corresponding calculated emergency planning zone (EPZ) of 0.14 kilometres (km), to be drilled from a surface location in Legal Subdivision (LSD) 1 of Section 27, Township 46, Range 2, West of the 5th Meridian (1-27 well) to a bottom-hole location in LSD 13-23-46-2 W5M. To address public protection measures, a site specific emergency response plan (ERP), for the 1-27 well, was submitted to the EUB on September 20, 2004 for drilling and completion operations and was approved on October 13, 2004.
On August 12, 2004, August 20, 2004, and September 2, 2004, the EUB received review and variance applications from potentially affected parties requesting that the Board conduct a review hearing relating to Well Licence 0313083, pursuant to Section 40 of the Energy Resources Conservation Act. On April 11, 2005, the Board granted the requests for a review hearing. The Board registered the review hearing as Proceeding No. 1397909. The purpose of the review hearing is to determine whether the Board should confirm, vary or rescind its decision to grant Well Licence 0313083.
Nature of the Application No. 1407749
Ketch submitted an application on June 28, 2005, in accordance with Section 7.001 of the Oil and Gas Conservation Regulations, requesting approval to construct and operate a single well gas battery at LSD 1-27-46-2 W5M. The facilities would consist of a separator, instrument air compressor, corrosion inhibitor tank, propane tank, methanol tank, flare knockout drum, and flare stack. The facility would be licensed for a maximum H2S content of 2.50 mol/kmol (0.25 per cent). The purpose of the facility would be to separate and measure production from the 1-27 well. The facility would be located approximately 20 km northwest of Westerose.
Ketch also applied on June 28, 2005, in accordance with Part 4 of the Pipeline Act, for approval to construct and operate a pipeline for the purpose of transporting natural gas from the well at LSD 1-27-46-2 W5M to a pipeline tie-in point at LSD 8-26-46-2W5M. On August 15, 2005, Ketch amended its original application to add two alternative pipeline routes to be considered at the hearing (see attached map). By amending the original application to include these two alternative pipeline routes, the start and end points of the pipeline did not change. The approximate lengths of the proposed pipeline route and two alternative routes are 2.86 km for the north route, 2.04 km for the south route, and 1.67 km for the east route, respectively, and each would have an outside diameter of 168.3 millimetres (mm). The proposed pipeline would transport natural gas with a maximum H2S concentration of 3.50 mol/kmol (0.35 per cent), with a corresponding calculated EPZ of 25 metres and would encompass the facility at 1-27-46-2 W5M. The proposed pipeline would be operated as a level-1 facility. To address public protection measures, the facility and pipeline would be covered under the production ERP for the area. The pipeline would be located approximately 20 km northwest of Westerose.

Any person intending to make a submission with respect to the hearing of Proceeding
No. 1397909 and Application No. 1407749 shall file on or before 4:00 pm on September 21, 2005. Send one copy of your submission to the applicant and ten copies to the EUB care of the application coordinator at the names and addresses listed above.

(iv) the facts the intervener proposes to show in evidence,
(v) the reasons why the intervener believes the Board should decide in the manner that the intervener advocates, and
(vi) the intervener's efforts, if any, to resolve issues associated with the proceeding directly with the applicant;
(b) the name, address in Alberta, telephone number, fax number and, if available, e-mail address of the intervener;
(c) if the intervener is represented by a representative, the name, address in Alberta, telephone number, fax number and, if available, e-mail address of the representative;
(d) if the intervener is an unincorporated organization, the nature of the intervener's membership.
If you have an interest in this matter, you are required to make a submission with respect to this application even if you have previously filed a submission with the Board or with Ketch Resources Ltd. on this application.
If there are no submissions received, this hearing may be cancelled and the EUB will continue to process the application without further notice or without a hearing.
In accordance with Section 38 of the Alberta Energy and Utilities Board Rules of Practice, witnesses must give evidence under oath or affirmation.
Submissions relating exclusively to compensation for land usage are not dealt with by the EUB but may be referred to the Alberta Surface Rights Board.
