NOTICE OF HEARING

Take Notice that the Energy Resources Conservation Board (ERCB/Board) will hold a public hearing of Applications No. 1477662, 1477688, 1477700, 1477711, 1477721, 1477768, 1477775, 1483737, 1483742, 1505748, 1505775, 1505801, 1505807, 1507801, 157803, 1510484, 1510487, 1510791, 1510877, 1513260, and 1529676 at the Drumheller Inn, 100 South Railway Avenue, S.E., Drumheller, Alberta, commencing on Monday, July 7, 2008, at the hour of 9:00 a.m. All interveners to this proceeding must be present at the commencement of the hearing to register their appearance.

Nature of the Applications
Quicksilver Resources Canada Inc. (Quicksilver) has applied, pursuant to Section 2.020 of the Oil and Gas Conservation Regulations, for licences to drill 16 vertical wells. Quicksilver has also applied, pursuant to Part 4 of the Pipeline Act, for approval to construct and operate 16 pipelines.

The details of the well applications are as follows:
• Application No. 1477662 for a licence to drill a vertical well from a surface location at Legal Subdivision (LSD) 6, Section 34, Township 30, Range 22, West of the 4th Meridian.
• Application No. 1477688 for a licence to drill a vertical well from a surface location at LSD 6-11-32-21W4M.
• Application No. 1477700 for a licence to drill a vertical well from a surface location at LSD 16-11-32-21W4M.
• Application No. 1477711 for a licence to drill a vertical well from a surface location at LSD 6-11-31-22W4M.
• Application No. 1477721 for a licence to drill a vertical well from a surface location at LSD 16-3-32-21W4M.
• Application No. 1477768 for a licence to drill a vertical well from a surface location at LSD 16-2-32-21W4M.
• Application No. 1477775 for a licence to drill a vertical well from a surface location at LSD 16-16-31-22W4M.
• Application No. 1505748 for a licence to drill a vertical well from a surface location at LSD 6-9-31-21W4M.
• Application No. 1505775 for a licence to drill a vertical well from a surface location at LSD 6-5-31-21W4M.
• Application No. 1505801 for a licence to drill a vertical well from a surface location at LSD 16-10-32-21W4M.
• Application No. 1505807 for a licence to drill a vertical well from a surface location at LSD 16-35-31-21W4M.
• Application No. 1510484 for a licence to drill a vertical well from a surface location at LSD 16-1-32-22W4M.
• Application No. 1510487 for a licence to drill a vertical well from a surface location at LSD 16-2-32-22W4M.
• Application No. 1510791 for a licence to drill a vertical well from a surface location at LSD 6-19-31-21W4M.
• Application No. 1510877 for a licence to drill a vertical well from a surface location at LSD 16-35-31-22W4M.
• Application No. 1513260 for a licence to drill a vertical well from a surface location at LSD 6-1-32-22W4M.

The purpose of the proposed 16 wells would be to obtain coalbed methane from the Horseshoe Canyon Formation. No hydrogen sulphide (H2S) is expected to be encountered in the wells. The closest proposed well would be about 6.5 kilometres (km) southwest of Rowley.

The details of the pipeline applications are as follows:
• Application No. 1483737 for a licence to construct and operate 5 pipelines:
- Line 6 from the proposed well at LSD 16-11-32-21W4M to the proposed pipeline at LSD 14-11-32-21W4M. The proposed pipeline would be 0.63 km in length, with a maximum outside diameter of 88.9 millimetres (mm).
- Line 7 from the proposed well at LSD 14-11-32-21W4M to the proposed pipeline at LSD 6-11-32-21W4M. The proposed pipeline would be 0.82 km in length, with a maximum outside diameter of 168.3 mm.
- Line 8 from the proposed well at LSD 6-11-32-21W4M to the proposed pipeline at LSD 8-2-32-21W4M. The proposed pipeline would be 2.46 km in length, with a maximum outside diameter of 219.1 mm.
- Line 9 from the proposed well at LSD 8-2-32-21W4M to the existing pipeline at LSD 15-36-31-21W4M. The proposed pipeline would be 1.82 km in length, with a maximum outside diameter of 323.9 mm.
- Line 10 from the proposed well at LSD 16-3-32-21W4M to the proposed pipeline at LSD 14-2-32-21W4M. The proposed pipeline would be 0.82 km in length, with a maximum outside diameter of 88.9 mm.
• Application No. 1483742 for a licence to construct and operate 4 pipelines:
- Line 36 from the proposed well at LSD 6-11-31-22W4M to the proposed pipeline at LSD 8-11-31-22W4M. The proposed pipeline would be 0.65 km in length, with a maximum outside diameter of 88.9 mm.
- Line 37 from the proposed well at LSD 8-11-31-22W4M to the existing pipeline at LSD 16-2-31-22W4M. The proposed pipeline would be 0.82 km in length, with a maximum outside diameter of 88.9 mm.
- Line 38 from the proposed well at LSD 16-16-31-22W4M to the existing pipeline at LSD 1-21-31-22W4M. The proposed pipeline would be 0.13 km in length, with a maximum outside diameter of 114.3 mm.
- Line 39 from the proposed well at LSD 6-34-30-22W4M to the existing pipeline at LSD 16-34-30-22W4M. The proposed pipeline would be 1.44 km in length, with a maximum outside diameter of 88.9 mm.
• Application No. 1507801 for a licence to construct and operate one pipeline from the proposed well at LSD 6-1-32-22W4M to the proposed pipeline at LSD 8-1-32-22W4M. The proposed pipeline would be 0.61 km in length, with a maximum outside diameter of 88.9 mm.
• Application No. 1507803 for a licence to construct and operate five pipelines:
- Line 25 from the proposed well at LSD 16-2-32-22W4M to the proposed pipeline at LSD 6-2-32-22W4M. The proposed pipeline would be 1.28 km in length, with a maximum outside diameter of 88.9 mm.
- Line 26 from the proposed well at LSD 6-19-31-21W4M to the existing pipeline at LSD 14-18-31-21W4M. The proposed pipeline would be 0.79 km in length, with a maximum outside diameter of 88.9 mm.
- Line 27 from the proposed well at LSD 16-35-31-22W4M to the existing pipeline at LSD 14-35-31-22W4M. The proposed pipeline would be 0.8 km in length, with a maximum outside diameter of 88.9 mm.
- Line 28 from the proposed well at LSD 16-1-32-22W4M to the proposed pipeline at LSD 16-36-31-22W4M. The proposed pipeline would be 1.41 km in length, with a maximum outside diameter of 88.9 mm.
- Line 29 from the proposed well at LSD 16-36-31-22W4M to the proposed pipeline at LSD 6-31-31-21W4M. The proposed pipeline would be 1.59 km in length, with a maximum outside diameter of 114.3 mm.
• Application No. 1529676 for a licence to construct and operate one pipeline from the proposed well at LSD 6-9-31-21W4M to the proposed pipeline at LSD 8-9-31-21W4M. The proposed pipeline would be 0.74 km in length, with a maximum outside diameter of 88.9 mm.

The purpose of the proposed 16 pipelines would be to transport natural gas containing no H2S. The closest portion of the proposed pipelines would be about 6.5 km southwest of Rowley.

Notes
Any submission filed must contain the following:

(a) a concise statement indicating

(i) the manner in which the intervener’s rights may be directly and adversely affected by a decision of the Board on the proceeding,

(ii) the nature and scope of the intervener’s intended participation,

(iii) the disposition of the proceeding that the intervener advocates, if any,

(iv) the facts the intervener proposes to show in evidence,

(v) the reasons why the intervener believes the Board should decide in the manner that the intervener advocates, and

(vi) the intervener’s efforts, if any, to resolve issues associated with the proceeding directly with the applicant;

(b) the name, address in Alberta, telephone number, fax number and, if available, e-mail address of the intervener;

(c) if the intervener is represented by a representative, the name, address in Alberta, telephone number, fax number and, if available, e-mail address of the representative; and

If you have an interest in this matter, you are required to make a submission with respect to this application even if you have previously filed a submission with the Board or with Quicksilver on this application.

If there are no submissions received, this hearing may be cancelled and the ERCB will continue to process the application without further notice or without a hearing.

Submissions relating exclusively to compensation for land usage are not dealt with by the ERCB but may be referred to the Alberta Surface Rights Board.

In accordance with Section 13 of the Energy Resources Conservation Board Rules of Practice, all documents filed in respect of this proceeding must be placed on the public record. However, any party may make an application to the Board for confidentiality pursuant to Section 13(2) and serve a copy of such request on the other parties involved in the hearing. The Board may grant a request for confidentiality on any terms it considers appropriate, subject to the Freedom of Information and Protection of Privacy Act.

In accordance with Section 25 of the Energy Resources Conservation Board Rules of Practice, a person who intends to raise a question of constitutional law before the Board must give notice in accordance with Section 12 of the Administrative Procedures and Jurisdiction Act and its regulation.

In accordance with Section 40 of the Energy Resources Conservation Board Rules of Practice, witnesses must give evidence under oath or affirmation.
