NOTICE OF APPLICATIONS

The Energy Resources Conservation Board (ERCB/Board) has received Application No. 1648748 and Alberta Environment (AENV) has received Environmental Protection and Enhancement Act (EPEA) Application No. 001-153105 from Japan Canada Oil Sands Limited (JACOS) for approval of the proposed JACOS Hangingstone Expansion Project (the Expansion Project). This notice is to advise interested parties that the applications are available and that the ERCB, AENV, and other government departments are now undertaking a review of the applications.

Description of the Project
JACOS has applied to construct, operate, and reclaim an in situ oil sands project. The Expansion Project would produce up to 5560 cubic metres per day (35 000 barrels per day ) of bitumen at peak production using the steam assisted gravity drainage recovery process. The Expansion Project would include the construction of associated facilities, thermal injection wells, production wells, utilities, and infrastructure. About 26 well pads and a central processing facility would be required over the Expansion Project's expected 25-year operation. Construction is proposed to begin in the winter of 2011/2012, with first production by 2014. The Expansion Project would be located about 52 kilometres south southwest of Fort McMurray in Township 84, Ranges 10, 11 and 12, West of the 4th Meridian. The Expansion Project would be located adjacent to the existing JACOS Hangingstone Demonstration Project.

In support of the Expansion Project, JACOS has prepared and submitted the following:

  • Application No. 1648748 to the ERCB, pursuant to Section 10 of the Oil Sands Conservation Act, to construct and operate the proposed Expansion Project.
  • Application No. 001-153105 to AENV, pursuant to the EPEA, for approval to construct, operate and reclaim the proposed Expansion Project.

JACOS has also prepared and submitted an environmental impact assessment (EIA) report in support of the Project. The EIA forms part of the application to the ERCB.

To File a Statement of Concern
Under Section 73 of EPEA any person who may be directly affected by the EPEA application may submit a written statement of concern. Statements of concern under the EPEA must be submitted by September 3, 2010. Failure to file a statement of concern may affect the right to file a Notice of Appeal with the Environmental Appeal Board. Please quote Application No. 001-153105 ( EPEA ) when submitting a statement of concern. If no statements of concern are received, the EPEA application may be approved without further notice. Applications for Confidentiality
Under Section 13 of the Energy Resources Conservation Board Rules of Practice ( Rules of Practice ) and Section 35(1) of the EPEA all documents filed in respect of these proceedings must be placed on the public record. However, any party may apply for confidentiality of information. For the ERCB, parties may file a request for confidentiality in accordance with Section 13(2) of the Rules of Practice and serve a copy of such request on the other parties. For the purposes of Alberta Environment, please see Section 35(1) of the EPEA.
