DIRECTIVE 039: REVISED PROGRAM TO REDUCE BENZENE EMISSIONS FROM GLYCOL DEHYDRATORS  

The requirements in Directive 039 take effect on January 1, 2007, allowing licensees time to come into compliance.

 

In addition to the detailed requirements, the directive includes an EUB compliance inspection and enforcement component. It also provides both EUB and AENV contact information for directing questions or comments related to the directive.

 

The Canadian Association of Petroleum Producers (CAPP) has a complementary Best Management Practices: Control of Benzene Emissions from Glycol Dehydrators document available on its Web site at http://www.capp.ca/raw.asp?x=1&dt=PDF&dn=105760. It provides detailed instructions to assist in implementing the requirements in Directive 039 . The directive includes CAPP contact information for questions related to the Best Management Practices document.

Directive 039: Revised Program to Reduce Benzene Emissions from Glycol Dehydrators , issued by the Alberta Energy and Utilities Board (EUB) and Alberta Environment (AENV), sets out new requirements for the reduction of benzene emissions from glycol dehydrators. The main objective is to further reduce benzene emissions to minimize the potential impact on the public.
