PIPELINE CONSTRUCTION AND TEST NOTIFICATION REQUIREMENTS

The Alberta Energy and Utilities Board (EUB) reminds licensees that, pursuant to the Pipeline Regulation, Part 1, Section 2(1), pipeline construction and test notification must be sent electronically through the EUB’s Digital Data Submission (DDS) system on the EUB Web Site at www.ercb.ca. The EUB has identified that notifications are not being submitted as required. This compromises the accuracy of the EUB’s pipeline data information.

Licensees need to pay particular attention to the following requirements:

  • Pipeline Regulation, Part 1, Section 5(1):
    “If the work on a pipeline for which a licence has been issued will not be commenced or completed prior to an expiry date set out in the licence, the licensee shall notify the Board at least 30 days prior to the expiry date in accordance with the requirements of Directive 056.”

  • Pipeline Regulation, Part 1, Section 6:
    “At least 24 hours prior to the commencement of construction of a pipeline, the licensee shall notify the Board in accordance with section 2(1) of the location of the construction and the proposed time of commencement.”

    Note: The EUB expects construction to be initiated 24 hours after posting of the line segment in DDS. Multiple line approvals may require more than one notification in DDS.

  • Pipeline Regulation, Part 3, Section 24:
    “A licensee shall notify the Board at least 48 hours prior to the commencement of any pressure test.”

  • Directive 056: Energy Development Applications and Schedules, Section 6.3.1(3):“If an applicant intends to proceed with a project for which a licence has expired, it must fulfill all applicable regulatory requirements, including participant involvement requirements, before filing a new application.”

    Note: The Pipeline Act, Part 4, Section 6(1), requires a licensee to have a licence prior to pipeline construction.

Failure to comply with these requirements will result in appropriate enforcement action being applied, as detailed in Directive 066: Requirements and Procedures for Pipelines.
