Introducing Digital Data Submission of Monthly Gas Processing Plant Sulphur Balance Report (S-30)
Introduction
Effective with the January 2008 Monthly Gas Processing Plant Sulphur Balance Report (S-30), licensees must submit their information to the Alberta Energy and Utilities Board (EUB) electronically through the Digital Data Submission (DDS) system.
As stipulated in Section 12.080 of the Oil and Gas Conservation Regulations, oil and gas operators of Alberta processing plants where raw gas is processed for the removal of hydrogen sulphide (H2S) must submit an S-30 report to the EUB.
The S-30 is a monthly report giving the sulphur balance for the entire gas processing plant and detailing daily sulphur inlet and outlet at the plant. The report also shows the monthly measurement difference between inlet and outlet sulphur tonnage totals during the reporting month. S-30 reports are currently submitted to the EUB by mail, e-mail, and fax.
New S-30 Digital Data Submission System
Commencing with the January 2008 report (due February 18, 2008), companies must submit S-30 reports electronically through the EUB DDS system. The system will be available beginning February 1, 2008. The EUB will not accept S-30 reports submitted by mail, e-mail, or fax covering the reporting periods of January 2008 and thereafter.
Note that the submission deadline for the S-30 reports remains unchanged. They must be received by the EUB Operations Group by 4:30 p.m. on the 18th day of the month following the month being reported. If the 18th day is not a business day, these reports must be received on the first business day after the 18th.
Companies are encouraged to familiarize themselves with and provide feedback on the new system in a temporary test environment beginning late November 2007. This will be available on the EUB Web site at https://ddstesting.eub.gov.ab.ca/eub/dds. The Gas Plant Sulphur Balance Report system can be found on the DDS Main Page, under Submissions – Gas Processing Plant. Note that this is a test system, and any data entered at this site, as well as the link to the S-30 DDS System, will later be deleted.
In the updated DDS system, companies will be required to submit the volume (103 m3) and the H2S concentration (%) of the injected gas (see figure on next page). The amount of sulphur contained in the injected gas in tonnes (t) will be calculated from these values. This is consistent with the calculations for sulphur (t) in the inlet and flared gas.
