Regulatory Change Report and Regulatory Documents in Effect

The Energy Resources Conservation Board (ERCB) acts in the best interest of all Albertans in overseeing the efficient and effective development of Alberta’s energy resources, while ensuring public safety and balancing the need for protection of the environment, conservation, orderly development, technical innovation, and service. In 2007, the ERCB created the Regulatory Management Program to help improve its regulatory framework. The Regulatory Management Program announces the release of two documents.

1 Regulatory Change Report

As part of the ERCB’s life-cycle approach to regulatory change, it is continually developing, evaluating, and amending its requirements to improve the effectiveness and efficiency of its regulatory framework. To help customers, which includes all ERCB stakeholders, the ERCB has developed the Regulatory Change Report. This report is a one-stop site to find out about the ERCB’s regulatory initiatives. This report is divided into the following categories:

1) Planned—regulatory changes anticipated to start within the calendar year.
2) In progress—regulatory changes that are in development with various timelines and informal consultation.
3) Open for comment—regulatory changes for which the formal consultation/comment period is open.
4) Closed for comment—regulatory changes for which the formal consultation/comment period is closed.

The ERCB’s goal in developing this report is to increase customer awareness of regulatory change. The Regulatory Change Report is on the ERCB Web site www.ercb.ca under Projects and Issues. Links to the report are also under both the Public and Industry Zones. Feedback and suggestions on improving the Regulatory Change Report may be sent to ercb.regman@ercb.ca.

2 Regulatory Documents In Effect

In an effort to simplify its regulatory framework, in 2004 the ERCB decided to consolidate all requirements previously found in guides, informational letters, and interim directives into directives. Since then, the ERCB has also been reviewing and eliminating outdated documents. The ERCB has recently completed a review of all its guides, informational letters, and interim directives. This bulletin includes a list of ERCB acts, regulations, directives, guides, interim directives, and informational letters presently in effect (Attachment 1) and those regulatory documents rescinded since 2004 (Attachment 2). The list of documents in effect is also available and regularly updated on the ERCB Web site www.ercb.ca under Industry Zone: Rules, Regulations, and Requirements. The Regulatory Management Program plans to update this list annually.
 
The ERCB ensures that the discovery, development and delivery of Alberta’s energy resources take place in a manner that is fair, responsible, and in the public interest.
