Invitation for Feedback—Draft Directive XXX:
Operator Declaration Regarding Measurement and Reporting Requirements
In Bulletin 2008-40
, issued on October 14, 2008, the Energy Resources Conservation Board (ERCB) announced that it was proposing to change the process for auditing the efforts of operators to meet the ERCB’s measurement and reporting requirements. As a result of that bulletin, a working group of technical industry participants was assembled to provide input to the development of the Enhanced Production Audit Program (EPAP).
This new compliance audit program will provide a reasonable level of assurance that the ERCB is continuing to achieve its compliance mandate through the following key components:
- operator evaluations of controls leading to continuous improvement in their processes;
- operator declarations regarding their processes to ensure compliance;
- an extensive compliance assessment process;
- a process for escalating attention paid to operators and requirements placed upon them, including conducting controls-based and substantive audits; and
- connection to Directive 019: ERCB Compliance Assurance—Enforcement

Request for Comments
The ERCB is now requesting stakeholder feedback on the related draft Directive XXX: Operator Declaration Regarding Measurement and Reporting Requirements,
which implements the Enhanced Production Audit Program. The draft directive is available on the ERCB Web site www.ercb.ca
under Industry Zone : Rules, Regulations, and Requirements : Directives, along with a survey. Please provide your feedback electronically by June 15, 2009, using the
survey.
All feedback received will be reviewed for the purpose of finalizing the directive. All of the information collected, used, and disclosed through this consultation will form part of the public record and is subject to the
Freedom of Information and Protection of Privacy Act (FOIP)
