STREAMLINING EUB DOCUMENTS ON REGULATORY REQUIREMENTS

The Alberta Energy and Utilities Board (EUB) regulates the energy industry, as authorized by the Alberta Energy and Utilities Board Act, the Oil and Gas Conservation Act, the Pipeline Act, the Oil Sands Conservation Act, the Coal Conservation Act, the Hydro and Electric Energy Act, the Energy Resources Conservation Act, the Gas Resources Preservation Act, and regulations made under these acts. The EUB also regulates public utilities in accordance with the Public Utilities Board Act, the Electric Utilities Act, the Gas Utilities Act, the Gas Distribution Act, and regulations under these acts. These acts and regulations, as well as interim directives, informational letters, and guides, contain the requirements that govern the energy industry and utilities under the jurisdiction of the EUB.

The EUB has begun an initiative to review and streamline EUB requirements contained in interim directives, informational letters, and guides, as well as to update and clarify the requirements. First, the EUB will issue only "directives," which replace interim directives, informational letters, and guides. Directives are documents setting out new or amended EUB requirements or processes to be implemented and followed by licensees, permittees, and other approval holders under the jurisdiction of the EUB. Existing interim directives, informational letters, and guides will be reviewed and renamed as the initiative progresses.

Second, the EUB has renamed general bulletins as "bulletins." These contain announcements to inform the energy industry and the public of an EUB activity, such as a consultation, a new program, electronic submission of data, or a new publication. Bulletins do not set out EUB requirements. As bulletins are of a temporary nature, only those pertaining to the current and previous calendar year are now found under "Bulletins" on the EUB Web site www.ercb.ca. The other previous years' bulletins and general bulletins are listed under an archives heading, and if not found on the EUB Web site, are available on request from the EUB.

Some current "guides" do not contain EUB requirements and consequently have been removed from the "Guides" category on the Web site. As well, the list of current interim directives and informational letters no longer includes any that have been rescinded or replaced by other documents. For ease of reference, an updated list of current interim directives, informational letters, and guides is attached to this bulletin. This list is also available on the EUB Web site. As the review progresses, the EUB will publish updates to the list of documents. A list of rescinded interim directives and informational letters is also attached.
