Revised Edition of Directive 024: Large Facility Liability Management Program  Issued

The Energy and Resources Conservation Board (ERCB) announces the release of the revised edition of Directive 024: Large Facility Liability Management Program. It replaces the edition issued September 20, 2005, incorporating errata of September 26, 2005, and is effective October 1, 2008.

The ERCB contacted all the licensees included in the Large Facility Liability Management Program (LFP) for feedback prior to revising Directive 024. All the respondents recommended that the program be continued. The October 2008 edition of the directive represents a continuation of the existing program, with only minor changes, for an unspecified period of time.

The revised edition eliminates the phased-in program implementation provisions and removes the appendices addressing the generic ERCB security deposit provisions, which are now contained in Directive 068: Security Deposits, and enforcement provisions, which are now contained in Directive 019: Compliance Assurance—Enforcement. The Facility Netback Calculation Form has also been updated to clarify informational requirements.

As suggested by some licensees, the ERCB will undertake a further review of the LFP in consultation with stakeholders within three to five years.
