Interim Directive ID 90-3
10 September 1990
To: All Oil and Gas Operators
REPORTING OF SEGREGATION TESTS RESULTS
Section 11. 150(1) and (2) of the Oil and Gas Conservation Regulations specifies the requirements respecting the frequency for completion of tests to confirm segregation in multi-zone wells and the submission of the associated test data to the Board's Calgary Office.
The Board believes that the requirements respecting the frequency for conducting the segregation tests are appropriate. However, it will no longer require the submission of reports for tests completed subsequent to the initial proof of segregation in the well.
More specifically the requirements respecting the frequency, analysis, and interpretation for tests conducted to confirm that segregation persists will continue in accordance with section 11.150(1) and (2); however, until further notice the Board will not require compliance with the data submission criteria outlined in section 11.150(2)(c). This data must be retained by the licensee or operator for a period of 5 years from the date of completion of each segregation test and shall be made available to the Board on request. Board staff will be conducting random audits and will initiate the appropriate remedial action, including shutting in of wells, if the review of the data does not confirm that segregation persists in the flow channels in the well.
Industry is reminded that duplicate copies of the data from the tests to confirm the segregation of the initial well completion must continue to be submitted to the Board's Calgary Office.
This change is intended to reduce the impact of reporting requirements on industry; however, the Board wishes to make it clear that the onus remains on industry to ensure segregation exists at a well which is completed as a multi-zone well. The Board intends to review the results of this revised procedure in 2 to 3 years aid if appropriate will revise the regulation at that time.
