Sour Gas

Development Planning and Proliferation Assessment


Background

In 2000, the EUB formed a Public Advisory Committee (PS&SG) to review the regulatory system for sour gas as it relates to public health and safety. At the completion of this review, 87 recommendations were made to the EUB on how to improve regulatory process and the understanding of sour gas issues.

Of those recommendations three relate to the committee’s objectives to reduce impact on people through disclosure of projects and potential plans and assessment of options to use existing facilities. Industry associations (CAPP, SEPAC and CAPL) proposed a recommended practices approach to address the recommendations. The recommended practices are contained in a guide for industry applicants on preparing development plans for new sour gas wells, pipelines, and facility developments where there are people in the emergency planning zone or adjacent to it who desire planning information. The EUB accepted the approach as an appropriate response to the recommendations subject to a two-trial monitored by EUB to determine use and effectiveness of recommended practices by industry applicants. A multistakeholder committee of public, industry and EUB representatives was also established to oversee the trial and report back to EUB at the end of the trial (see Bulletin 2004-08 for details). In May 2004, the trial was initiated and a report on the trial is expected in Fall 2006.

Bulletin 2006-02 reported on the results of the trial in the first year. It was found that awareness and use of industry recommended was low and industry training was proposed to deal with this.

On May 4, 2006, CAPP with the support of the EUB, SEPAC, and CAPL, held an industry workshop to provide training on the use of the Recommended Practices for Sour Gas Planning and Development.
